What would you suggest for a Windows systems for After Effects, around 3000$?

I'm a freelance, Mac-based video guy needing a computer upgrade and thinking about going cross-platform with a Windows machine. I do mostly After Effects motion design with some Toon Boom Animate work, as well as Final Cut editing. Thankfully, both Adobe and Toon Boom offer cross-platform solutions. I would consider switching to Premiere for editing, as it was my main NLE from 1999-2008, or just keep editing on the Mac.

Considering that this PC would be mostly for After Effects use, what kind of specs should I look for in a new computer? In terms of CPU? How much RAM would you recommend (16? 32?). In terms of GPU? Anything else? I'd like a computer that's going to remain useful for at least 4 years, and which I can upgrade as time goes by.

Could you recommend an appropriate turn-key systems around 3000$? Would I save much by building my own? I used to build, upgrade and maintain my own PCs back in the day, but I'd rather have something at least as reliable as a Mac...
