Hi Deb! I most certainly think you could get a laptop to do what you need. For both Desktop and Laptop systems, HP would be a good bet. I know many here will disagree, but I like Dell - before I started building PCs I had 2 Dells and I'm still using the Inspiron laptop (9 years old now). And the Dell monitors I would put up against most, I really like the monitors - their probably just Toshibas with a Dell logo, but they look good.
The specs you mention are fine for DV material - not sure you can find a 5000 rpm HDD, but a 7200 rpm will be better anyways. A Quad-core processor would be best, but you could get away with a dual-core.
