Windows Media Encoder 9 weirdnesses

I'm using Windows Media Encoder 9 on Windows XP 32-bit, with Windows Media Player 11 installed and the registry option for best visual quality in VC-1 enabled. I'm using it on two different computers, both of which have (as far as I can tell) the same setup. However, on one I can encode a file whose average bitrate is set at 25M (with a peak of 45M), but the other tells me the average bitrate must be 20M or lower. This is from loading the exact same preset. Is there any reason why this might be happening? I can't seem to diagnose it. Uninstalling and reinstalling WME9 and/or WMP11 doesn't seem to make any difference.
It's very strange.
