All of that is a scam and it would not be so bad if you could even spend $30 for an app to get rid of it.
My sister got the same crap 2 weeks ago. I tried several spyware removal tools to no avail. The damn thing also disabled her System Restore.
If you can get your Window's System Restore to work that might fix it (Start>All Programs>System Tools>System Restore).
Failing that, back up your stuff including email addresses and use your computer's (HP, Dell etc) restore feature. It is quite simple and takes about 20 minutes. You may need to install drivers for stuff.
