Hi,
Shot in the dark-
Perhaps this particular pc has the TCP/IP set to DHCP. (Internet Protocol TCP/IP Properties Dialog box - 'obtain an IP address automatically'). One would use this setting only if connected to a router-modem for internet access.
From my experience long ago, a DHCP setting slows down XP tremendously at startup, since it has to wait for a network address assignment, and if I'm not wrong, before it gets there, it has to scan other stuff first to ensure there are no conflicts.
For an internal network between computers, use a manually assigned network address, eg. 192.168.100.200 and so on for the others in the network, and the standard subnet mask (255.255.255.0; just click in the area, and XP will use the standard). There is then little delay.
