Please help me analyze this out… my motherboard has a bottle neck

I have a Supermicro X5DA8 motherboard and for some reason it has a bottle neck I can’t figure out. There are no IRQ conflicts, the hard drives are defragged, the ram (2GB) works well (I tested it with Memtest: www.hcidesign.com/memtest), and the cards in the expansion slots are correctly installed and in perfect order.
When I engage the Network Neighborhood icon (it takes one minute for it to engage once double-clicked.) Other WIN XP computers I have on the network engage Network Neighborhood immediately. Has anybody experienced anything like this before (where Network Neighborhood takes a minute or more to engage?)
The C Drive is a 10k SCSI Seagate Drive connected to the motherboard via U320 cable (using the onboard controller.) The Drive is correctly terminated.
I have a four SCSI Drive RAID-0 (10k Drives) connected to the onboard controller (also correctly terminated). I have two IDE Drives and two IDE DVD drives (reader and a writer.)
The cards installed are a Blackmagic Decklink Pro Card (slot #2) and an ViewCast Osprey 560 card (slot #1)
Software wise the computer has the Adobe Production Software (CS 1.5) with the corresponding QuickTime 6.5.2
