Exporting for DVD - 23.976 or 29.97?

I'm burning DVD's for festival submissions. The project was shot on RED in 4k 23.976 fps and edited in Adobe Premiere Pro CS4 at 23.976.

I've been outputting preview DVD's using the NTSC Progressive Widescreen High Quality setting from Adobe Media (via Premiere Pro), but I'm wondering if I should be using the NTSC 23.976p Widescreen High Quality setting instead.

Any help/advice is greatly appreciated.
