If your Pal movie was shot on film or another progressive format, it's easy. Just slow down 23.976 and change the audio as well.
(If it was film, it probably was transferred speeded up, so with increased pitch. When you change speed, also let the pitch go down. Better quality, faster render, restore the original.)
For the video you can use AE (set source and output to progressive), or perhaps Cinematools.
For audio you can choose from a wide variety of programs. Pick one you like...
If it was shot interlaced, you can also slow it down, but i have no idea what that is going to look like if pulldown is added...
