HDV workflow in Encore CS3

Hi,
I am having the following difficulties when finishing an HDV project in Encore CS3. I have my 1080i/50 HDV material in an Avid Media Composer exported to a HDV stream (1440x1080) since using QT references don't work because of long GOP.
Importing this file in Encore CS3 will work, although it's not recognized as a supported file format when importing.
I want to make a SD DVD, what is the best way to make a good downscale? Should I start transcoding in Avid to make a QT reference or is it possible to transcode in Encore directly from source material.
By the way, I am not looking for a solution which uses an external DVD recorder, since the DVD authoring should be more complex. (menu's etc.)
Hopefully someone has a good solution,
