Progressive playback on non progressive players

Hi, does anyone have any information about how and whether a progressive encoded DVD will play on a DVD player that is not equipped to handle progressive.
Is it the DVD player that determines whether progressive playback is supported or is it the TV?
Will a progressive file play at all on a Non progressive DVD player or will it fail to work at all?
Also does anyone have any idea of how many DVD players or TVs in the UK and Worldwide actually support progressive playback? Is it the majority or a select few?
Are professionally authored DVDs interlaced so as to to guarantee playback on the widest machines or is there a compromise setting?
Any info would be greatly appreciated.
Thanks, James
