One disk, multiple countries?

First, forgive my nearly complete ignorance on this topic and accept my apologies if this has been answered here before and I have yet to find it.

So the question is: What's the best method for creating a DVD which will play in both NTSC and PAL countries? In SD is this do-able?

In HD is it do-able?
