If you happen to be running "windows" in an intel mac, then you could download the free IMGBURN software. You would copy your VIDEO_TS folder to a folder on your hard drive, then use IMGBURN to BUILD the dvd from the folder -- it can write directly to dvd, or create an image.
Hopefully, the VIDEO_TS you have is a "complete" dvd-video (not sure why it won't play on your computer if it is complete). It wouldn't play in a set-top dvd player if it was burned incorrectly.
