SUBTITLES in DVD

Hi everyone,
just a question,
For you, which is the best aplication for creating subtitles in a DVD?
I use to work with DVD STUDIO PRO but the subtitles allways have a kind of pixel. I Donīt know how to explain it well. But is like this, the subtitles are not in best quality. It is a setting of the program or is DVD STUDIO PRO that make subtitles like this?
I there another aplication for creating DVD with better quality of subtitles?
