Motion is stuttering in DVD playback

This is probably related to a ton of posts, and speaks to the challenge of authoring in DVD. Here it goes. I have a video feature, two minutes in length that has sections where there is motion of the graphic elements. The motion is suppose to be smooth as the camera moves in 3D space from one object to the next (After Effects 3D camera).
However, watching the authored DVD you see stuttering in these areas of motion. SO, what compression settings can I use to create an mpeg2 file where this motion will look good, if not like what it should from the original?
I'm using Compressor 3.0.2,
MPEG-2,
Two pass VBR best
bit rate: 6.5Mbps avg and 7.9 Mbps max
Motion Estimation: Best
