Thank you for the response, I actually figured it out myself and sort of used the technique you described but I used the Fractal Noise effect to generate the revealing of the text. I used Shine to generate the blue light Glow and Andrew Kramers Twitch to generate the pulsating effect.

You can see the result below:

It's not perfect of course and I could not get the exact font used in the title which was slightly disappointing.
