I've never done it that way, but if it looks good, why not?
Are you looking on your RGB moniter? It will look different in NTSC. More so if
your RGB isn't synced with NTSC, and less if it is.

Here's loosely how I usually work with Broadcast colors. Apply Hue/Saturation, levels and finally broadcast colors. In broadcast colors, click on key out unsafe. Adjust Hue/Saturation and Levels until nothing is keyed out.
This layer may not look great.
Duplicate the layer. On the stop layer, pull back some of the adjustments you made until the layer looks
acceptable.
This will leave holes where the unsafe colors would be. Through these holes, you will see the bottom layer,
which is now safe.
In other words, you have adjusted only the unsafe colors - this should look much better.
A potential problem could be a hard line around the holes. if there has been a dramatic color shirt.
If this occurs, duplicate your top layer and apply blur to soften the holes. Use that layer as a matte for
your broadcast colors layer.
I'm on a deadline right now, so can't edit this but hopefully you get the idea.
