Tyler, Don't worry, we've all been in that situation.
What you need to know isn't complex, but you could get caught if it's your first
time to work this way. And you don't want to burn a trusting client.
I highly recommend that you hire an editor/consultant to work with you this go round -
specifically, an experienced broadcast editor who won't turn around and try to take off
with your client. And who will honestly teach you wnat you need to know.
There are a lot of colleges in your area. An editor who teaches telecommunication at a
local college -might- be good .
Be generous, and Just chalk the fee up as a working broadcast video course.
Then you should by all means, take a video course.
To answer a couple of your questions, these days, I hand motion graphics over on dvd, and
keep after effects whites at 221 and blacks around 5 (on the ae levels histogram). Never
leave levels for the editor adjust in the bay because ALL of your levels will be effected which
can potentially look bad.
Almost everything except HD is 720x486, D1, lower field dominent these days. Field render lower field first, 29.97 fps.
If you are unsure about field dominance, just render frames. As far as legal and illegal colors,
I've gotten by using the broadcast colors filter in after effects. Set it so that everything
illegal keys out. I usually set it to 100 ire. Above it apply hue/saturation and levels, and adjust these till nothing keys out, then delete the filter.
This is a hack that has worked so far. But get your editor to explain scopes.
