We need more information. Are you conforming frame rates? Did you offline, and you're now trying to conform to an online format? Conform can refer to a few different things.

Since you mentioned Cinema Tools, I'm assuming you have something shot at 29.97 that you want to conform to 23.976 which is a common thing done in Cinema Tools. There is a console command that will help. Go to the Console and type "ignoreqtrate true". When you import your 29.97 footage in your 23.976 project, it will play out at 23.976 making it look slow.
