Another method (with better quality)

Throw the clip into the timeline....2 seconds short. From the Timewarp category, drag the Trim to Fill to the clip. Get into trim mode. Double roller it to the length you want.

Get into Timewarp effect mode, make sure the render is Blended interpolated (or blended VTR) and render.
