Avid RGB export - black levels at 7.5 IRE?

Hi,

I work in 601 color-space and have found that DG Fast Channel only accepts my black levels if I export with RGB levels. They tell me my RGB-exported files read as 7.5 IRE but when I inspect the levels in After Effects, they read as 0 RBG, not 16 as would correspond with a 7.5 IRE.

I use Media Composer's color safe limiter to set composite Low to 7.5 and High to 100...but I'm still having to export RGB and this seems counter-intuitive. I've exported 601 for other video distributors and had them NOT rejected as DG has...but maybe they just don't care? Somebody's wrong...and I'm not happy just going with "whatever gets accepted"...I want it to be CORRECT.

Which Avid export setting is correct for proper 7.5 IRE black levels, and should they indeed appear as 16 RGB when inspected in After Effects? Is there a better software available for getting an accurate reading?

Here are some pics, seems obvious to me the RGB export is web-black, NOT broadcast, but they're telling me my encoded MPG is correct for broadcast...I don't get it:
