VITC doesn't match LTC?

Hi folks,
I layed off an NTSC project to a Sony DVW M-2000 out of Media Composer and experienced mismatched timecode when paused on a still frame. I've never encountered this before and all my deck/Avid settings appeared to be the same as usual.
I have a feeling this is an issue from the Avid side of things because when I then layed in bars and tone directly from my generator, the LTC and VITC matched when played and paused, as it should.
Any thoughts? And on a similar note, what are the "dangers" of a mismatch in VITC and LTC further down the pipeline in broadcast stations, etc.?
