"Low" bitrate with Avid DV100 Codec

I've exported out DVCHD Pro 720p footage out of Avid. I have attempted to re-encode it with an Avid DV100 codec using every tool at my disposal - straight from Avid, Quicktime Export, Squeeze, After Effects - and EVERY time I end up with a bitrate of 47.57 mbits/s.
I assume that given it's namesake, the avid dv100 codec would have a bitrate closer to 100...is this lower bitrate to be expected? Perhaps I don't have my bit/byte math right and 47.57 mbits/s does equate to 100 bytes? Always get that mixed up...
None of the software aforementioned gives me precise control over bitrate when using the Avid Codec...leading me to believe this is as good as it gets, but would appreciate any feedback or warm reassurance. Thanks as always.
PS I arrived at this codec for my particular project after numerous tests as the best possible solution for a high quality QT that will play nice with both Avid and Final Cut projects, but any other recommendations would be well received.
