First of all, It doesn't sound like you need skin smoothing. It sounds like your video starts out okay and then has an issue after the DVD encode.
If the edges are jaggy, it could be a field order issue. You need to stay consistent with your handling of field order throughout your pipeline.
As for skin smoothing, I use a glow filter like the one in BCC to give a little softening.
