Well just drop the sapphire effect on to the title and in the effects pallete there is a check box "effect title only" or something like that.

If that dosen't work, you can:

1st, drop "S_MakeRGB" onto the title.
2nd, Alt Drop your effect
3rd, Alt Drop "S_Layer" ontop.
