Do you have a reference copy of the original program? If so, capture it and cut it in on an upper track.

Now, go to one of your offending clips and find an identifiable frame.

Find the same frame on the source tape.

Use the timecode calculator under the tools menu to calculate the difference betwwen the TC on tape and the TC on the clip. Let's just say it's 3:15:02 difference.

Now follow the above advice and modify the clip incrementing or decrementing the clip by that amount.

The beauty here is that assuming they captured the tapes in one fell swoop, you should be able to apply the same offset to every clip from that tape.
