23.976 all the way.

When you say you finish on "NTSC HDSR" I'm a little confused. NTSC is 29.97 SD. Are you finishing a 1080P 23.976 master or 1080 60i? Either way, master at 23.976 and make a pulldown added 60i master if needed.
