How to jump to previous/next cut in all tracks?

Hi all,
a client can't seem to use the a/s keys to snap to edits in all the tracks. Strangely the audio cuts take priority over the picture cuts.
eg if there is a cut in the video @ 10:05:05:00 but the sound is solid until 10:05:25:00 - with all tracks selected using the a/s keys, the playhead will skip over the video cut and only stop on the sound cuts.
One can disable the tracks that you want to ignore, but this is very clunky.
Can you not have all tracks enabled and simply have the playhead stop on every single cut?
