It's 'Moiré' and there are various ways of getting rid of it depending on the shot.
You say you are getting it using 'motion in Avid Pan & Scan'. Try upgrading it to 'HQ' (High Quality).
If however you meant Avid Pan&Zoom, you can simply change the Render Filter drop-down menu to any of the lower options (the lower you go, the better the render normally).
