You should really look at Optibase's line of h.264 encoders. We announced a new one called the MGW Micro Premium. It sets a new bar for encoders in terms of price point and features. Here are some other great options from Optibase.
MGW Micro - Compact and rugged h.264 SD
MGW Micro Premium – Compact, rugged, multi-channel, Ultra low latency h.264 HD and SD
MGW x100 – Carrier grade redundancy, multi-channel blade system, supporting h.264 HD and SD
We have thousands of h.264 encoders deployed at simple single channel installs to ones that scale from hundreds of channels.
