Dirty heads usually cause banding, you should clean the heads about every 50hrs, run the cleaning tape for 3-5 sec periods with a cool down period in between each cleaning, if that doesn't clean it you may have tape debris stuck in the head and need a pro cleaning.
The c31:xx can be a transport problem, maybe a reel problem or maybe the capstan, Check the capstan pinch roller sometimes the keeper comes loose and it slides up its shaft.
