New Sony V1 - does true progressive scan mean no problems with rolling shutters?

It has come to my attention that taking pictures on the red carpet or other areas with lots of flashes will sometimes cause a darker or lighter band in a given frame. I am curious if the new Sony V1 will have this same problem. I'm not a photographer, but I am looking to buy this camera as a graduation present and want to be sure that this problem won't happen. Since the ads say the V1 has true 24p progressive scan and they have this new EIP thing, I want to know this new technology is meant help stop this problem.
