New DSR-250 - Bad heads?

We recently purchased a brand-new DSR-250 because we needed the large, 2-hour loads in the DV format.
I've been putting the 250 through its paces but have noticed what may be a problem.
I put in a Panasonic AY-DVM63 PQ work tape we had to test it out. I got some drop outs at the beginning and figured, it was because of the old work tape. I ran a Sony DV head cleaning tape for 10 seconds and put in a brand new AY-DVM124 PQ and tried that.
I've been very happy with the Panasonic tape stock and have used it for years with out any problems in other DSR-250s and our JVCs.
It was better at first, but I'm still getting the occasional drop outs/blockiness whenever I pause then re-start recording.
Anyone ever experienced this?
I'm going to let it record for a few hours and see if this clears anything up
If anyone's got a similar experience or advice, I'm all ears.
Thanks!
