Is Director the program for me?

I am trying to create an autoplay CD-ROM that has a menu with text buttons that link to different websites. This will be much like creating a DVD in DVD studio pro but instead of buttons linking to videos, the buttons will link to URL's. The CD-ROM needs to play on both PC and Macs, of course the computer needs to be connected to the internet.

Is Director the right program for me?
