Simple DVD interface for Touchscreen

We've designed and programmed a few "information" systems for clients using a touchscreen for the interface and an LCD or DLP flatscreen to display information, videos, interactive maps etc.
Another company saw one of them in action and asked us to quote on doing one for them. Long story short...they don't have the budget to design and program the type of stuff we've done for other clients.
So their question is: Can we design something using existing software that will give users the ability to load and control a library of informational DVDs from a touchscreen?
The only answer I've found is to use an existing software DVD player, build a playlist, and have users load and play the videos from it. But there are a ton of problems with that, such as users touching the wrong menu or icon on-screen and minimizing or closing the software, screwing up how the computer controls where the video will display etc.
Anyone have any suggestions for a way to do this using an DVD player software...while eliminating as many potential "user-related" possibilities for screwing up the setup??
