I would provide 2 separate files, one 420 and the other as large as you want, then the user doesn't have to wait for the large stream if they don't want to. Its a toss-up, best quality v. best size. Keep your 720 and just run it through the 420. Try 3 or 4 options and run them on the same page for a test, best way to catch any intricacies with the file types and settings.
