I'm certainly not doubting what you and Brian described (and I know it to be true from talking to others). However, as I mentioned previously, I've sent literally thousands of BetaSP tapes to cable systems and stations in every market (and even most of the major networks) up until about a month ago (when our last campaign ended) and have never once had one refused. Even though I can't communicate with the broadcasters directly, I'm 110% certain I would've heard from our advisors if there were any issues at all.

I can only guess that, although stations and cable systems may be only accepting local spots in one location and only digitally, they must be passing the tapes to and/or encoding them at their central locations themselves because, not only has a BetaSP not been refused yet, but I've never even been asked for another delivery method. My questions are actually in anticipation of that so I can be prepared instead of scrambling to react, which generally costs more.
