down convert audio without noise

Hello,
I have some 16bit 24k audio that I need to convert to 8bit 8k for a phone system. I am using Soundtrack Pro and the final audio is so full of noise you can't understand the person. Everytime they speck it is just static. Is there any way to fix this? The source audio sounds great.
I tried using a band pass filter allowing 400 - 3400Hz and still got too much noise.
