I think it's a bug. I just did a short test with a brand new project and got the same results. Sequence doesn't "remember" renders after relaunch.

This is with MB Looks effects applied to the clips. Media is ProResLT. I have custom sequence render settings set to ProResHQ instead of Mpeg2. Media Cache locations are set to a different drive than the default installation locations.
