You would need to send an HTML formatted email and embed the video, with the supplied html embed code, from a hosting site like the COW, Vimeo or YouTube. like this:
<iframe src="http://player.vimeo.com/video/38257835?title=0&byline=0&portrait=0" width="500" height="281" frameborder="0"></iframe>

That way the video streams when the recipient chooses to click on the video rather than being forced to download an attachment before they can see what it is.
The challenge of course is that not everyone's email is set up to receive html formatted emails. Sometimes it is just easier to send a link.
