Thin black line at top when export to FLV from premiere

Here is my situation:
Footage: 1920x1080 square mpeg2
Sequence: 720x480 .9
Export: FLV scaled to 640x480 (obviously square)
The final result, when played in flash player, has a very thin line at the top. There is no thin line when viewed in Premiere, and when I go 1 pixel up or down on the width or height in the export scale, it just makes bars on the sides thicker. The only video I have successfully exported as flash near these constraints was done via AE.
Why is this sooo difficult with premiere? Any help?
