While I have not used it in a while, since After Effect included the Mocha plugin, I find Mercalli by Prodad to be a very simple and effective little program. The pro version was about $120.00 and they have a demo.

Keep in mind that footage with low shutter speeds and high camera motion will gave some motion blur, so you will have a much harder time getting a sharp image.
