Exporting MPEG-2 from 24p timeline

Quick question folks: I shoot an SD 4:3 project with my HVX200 in 24pN mode, edit in PPro CS3 on 24p timeline. For distribution many TV stations want MPEG-2. So, when I export via Media Encoder should I set the field order to Progressive or Lower/Upper Field First?

On some stations we're seeing some jitter and on others we see some frame blending effects. I haven't been able to tell if it's an issue on this end or if it's something the broadcasters are doing once they receive the spots. Any thoughts?
