creating a 5.1 surround sound track

Hi all,
I have been experimenting with 5.1 surround sound editing with Premiere pro. I have years of experience with Liquid Edition so im fairly knowledgeable when it comes to video and audio, but PP has me stumped.
I create a new project in PP, i give the project a name. For this ex i use DV-NTSC widescreen 48khz. Under tracks i know i have to set the "master" drop down to 5.1. What about the other settings? how many mono,stereo, 5.1 and their respective submixes do i need? i tried playing around with different settings to work through it, but after hours of stairing at my screen, i decided to come here. My project that i want to work on has 5 mono audio tracks. So i started the project with 5 mono tracks and kept stereo and 5.1 to 0. After the new project loads, i import my mono files to the project window. Following adobes instructions, i drag the first track to the first audio track in the timeline. Nothing happens, i can create a 6th audio track, but that new 6th track doesnt have the surround sound spatial settings. It was my understanding a mono track can go anywhere in a 5.1 mix. My file settings match my project settings, i.e. the mono files are 48khz,16 bit. Am i missing some crucial step?
