exporting with Adobe Premiere CS4

Hello guys,
Really need your help, I have a project to export as mpeg2 on Premiere pro CS4 and it seems to be blury and not smooth once exported. I am in the PAL region 25fps. My film was captured HDV 1440x1080 from a Sony Z1.
Any idea what I'm doing wrong here? or what the settings should be like?
