What's Needed for Computer Hardware?

Hey guys. I was looking through all the recent posts and couldn't really find some concrete answers.

The details: I will be editing a weekly show of about 3-4 minutes for the web. There will be 2-3 hours of raw footage to edit down to get my target runtime of 3-4 minutes. My main focus is editing this content with as little hassle as possible, meaning, I don't want to have a system that chokes when editing down a few hours of footage. Also, there will be a lot of green screen footage I have to key.

This is what I currently have:
Quad Core 3.0ghz
8800 GTX GPU (~768MB)
4GB RAM
Adobe CS3 Production Premium
Windows XP (32-bit)

My concern is this:
What kind of external RAID solutions are recommended?
Does it make a difference to have a Capture/Edit card? (Such as an AJA, Blackmagic, Matrox, etc.)
I'm only looking to spend $2000-$3000 in total.
Any other software/hardware to beef my system up?
