First make the rolling title and adjust the speed of the title by adjusting the length of the title in the timeline.
If you want a clip as background of the rolling title, put this on track 1 and the title on track 2. Cut the clip at the end of the title and make a still of the last frame of the clip.
Place the still after the clip and adjust the length of the still.
Don't forget Flicker removal (right click on the still in the timeline, select Field options and select Flicker Removal)
