See if you can interpret the footage to be 640x480 (1.0) at 29.97 FPS, fields=none (progressive). Then the clips can be resized on the DV timeline to 720 wide (probably automatically if you have prefs at default settings). The preview might look a bit blocky, but if you render to DV it should be better. You might need to force a preview render by adding a video effect to the clips.
That's all I can think of at the moment. You have an "interesting" (quirky) workflow there, but I would hope you can get CS3 to do what you want.
