Jeremy-- some questions for you--

Are you sure about this? Standard NTSC DV would be 720x480, 29.97 FPS. A frame size/rate mismatch might be at the root of the problem. Have you tried the NTSC-DV project preset in CS3 ?
Or is this a "still" camera that shoots QTime? What does Premiere think the clips are-- via info in the Project window?
