Not quite an exact match for your problem but the last time I had these 'fuzzy edges' in an MPEG2 export from Premiere Pro (v2) using media encoder it was from titles I had created in the title tool.
I simply had the title on layer 1 and exported. Got fuzzy edges even though it all looked on in preview.
When I placed the title on layer 2 and a black video on layer 1 all was OK.
Might be worth a try if you are still having this problem and your Photoshop file has an alpha channel.
