Pixelated text from Photoshop images

Hi
Firstly, apologies, I'm a bit of a newbie!
What I'm trying to create is a DVD slideshow for a client. On each slide they want a portrait of a person with a paragraph of text alongside it. The problem I'm having is that when I export an MPEG2 from Premiere, ready for Encore, the text gets pixelated and fuzzy around the edges.
What I'm doing is creating each slide in Photoshop using the PAL DV/D1 Widescreen square pixel preset and the text I'm using is 18pt Myriad Pro, in a burgundy colour on an off-white background.
I've checked all the output settings from Adobe Media Encoder and ensured all the settings are as high as possible so I'm sure I must be doing something else wrong along the way. I'm sure smaller text is clearer on professional DVD's.
If anyone could explain how they would have approached a project like this then that would much appreciated.
Thanks
